They are really very beautiful. Candles do not come with the set, so be sure to buy some candles before you put them up!

Would this look good along side a picture frame that is gold in color?

Yes, any shade of gold would like nice, but the glass portion of the sconces are a dark gold. Fortunately the metal portion is a deep bronze color. I have mine alongside a deep brown wooden frame, but gold would probably look nice alongside it as well. Picture is fairly accurate to color.
